Theodore Bailey
One of Arizona's Most Wanted Fugitives Arrested
PHOENIX - One of Arizona's most wanted fugitives was arrested Thursday in Los Angeles, California.
25-year-old Theodore Bailey is a convicted sex offender out of Maricopa County. A U.S. Marshals joint task force tracked Bailey to a residence in Los Angeles and he was taken into custody Thursday.
Bailey was wanted for probation violation and failure to register as a sex offender.
In 2005, Bailey was convicted of kidnapping and sexual conduct with a minor. He was involved in a prostitution ring where girls were kidnapped from Los Angeles and brought to Phoenix to be forced into prostitution, authorities say.
Bailey went off the radar on 2009 and never updated his sex offender registration, which landed him on Maricopa County Probation's list of Top 10 Sex Offender Absconders.
